NTI's Law Enforcement Policy

Introduction:

New Technologies, Inc. was created in 1996 primarily to help corporations and government agencies deal with computer evidence and computer security risks. NTI does not focus on the law enforcement market as a profit center and our computer forensics software tools and training are targeted primarily for the commercial and government markets. However, some of the founders of NTI are retired federal law enforcement agents and they continue to help law enforcement agencies whenever possible concerning computer evidence processing issues. NTI's law enforcement benefits are provided in the form of deep discounts and free software tools.

Armor Holdings, Inc. (www.armorholdings.com) acquired NTI in March 2000, and the parent corporation owns several law enforcement equipment manufacturing firms. As a result, Armor Holdings management encourages NTI's continued support of law enforcement agencies with discounts for computer forensic training, computer forensic tools and free law enforcement computer evidence processing software.

NTI supports over 8,000 law enforcement computer crime specialists around the world. Our computer forensic tools were designed specifically to process old as well as new larger computer hard disk drives. These software tools and our Computer Forensics Training Courses make a significant difference for law enforcement computer specialists. Our Free Law Enforcement Suite of computer forensic tools is also available to help law enforcement computer specialists.

Many of NTI's computer forensic software tools have been automated to help sort through potentially billions of bytes of data that exist on today's huge computer hard disk drives. They are compatible with DOS, Windows, Windows 95, Windows 98, Windows NT, Windows 2000 and Windows XP-based computer systems. Many of NTI's tools can also be operated covertly from a single floppy diskette or a USB memory device and they do not leave any trace behind that they have been used on the subject computer system. Law enforcement discounts pertain to all of NTI's products and training courses.

It is unfortunate that many law enforcement agencies are underfunded when it comes to computer technology and computer evidence issues. Computer-related crimes are growing at an alarming rate. These include thefts of trade secrets, financial frauds and child pornography violations. NTI tries to specifically help law enforcement computer crime units by providing some free software, discounts on training courses and software tools. Since the September 11, 2001 terrorist attack on the United States, law enforcement has new challenges to meet and NTI has responded by providing additional software and training for law enforcement agencies in the identification of Internet-based terrorist communications and the identification of foreign language communications stored in the form of computer data.

Law enforcement discounts are not available to corporations and non-law enforcement government agencies. Furthermore, these discounts and free software are not intended to support law enforcement computers specialists who act as private sector consultants in their off duty hours. These discounts and our free law enforcement suite are only available to full-time law enforcement personnel who are responsible for the investigation of computer crimes and related technology-based crimes.

Some confusion has surfaced, in the past, regarding our law enforcement discount policy. It is hoped that the information provided here will help clarify the policy. It is NTI's desire to support and assist municipal, county, state and federal law enforcement computer crime units. These agencies provide valuable services to the public and they typically have limited funds. Their importance has grown concerning new homeland defense initiatives in the United States since September 11, 2001 and it only makes sense for private sector companies like NTI to help.

Be aware that part-time law enforcement employees, volunteers and law enforcement consultants don't qualify!


The Following Individuals Qualify For NTI's Training Discounts and Free LE Software:

1. Individuals assigned on a full-time basis to a municipal police department computer crime unit or school police. Reserve police officers, city auditors and system administrators do not qualify. Sworn officers who have computer experience, investigative experience and have testified in court will be given preference in the allocation of the discounted law enforcement training slots.

2. Individuals assigned on a full-time basis to a county sheriff's office computer crime unit. Reserve deputies, system administrators, and county auditors do not qualify. Sworn deputies who have computer experience, investigative experience and have testified in court will be given preference in the allocation of the discounted law enforcement training slots.

3. Investigators assigned on a full-time basis to a computer crime unit attached to a District Attorneys Office. Part-time employees, system administrators, and law clerks do not qualify. Investigators who have computer experience, investigative experience and have testified in court will be given preference in the allocation of the discounted law enforcement training slots.

4. State police (or DOJ) investigators who are assigned on a full-time basis to a state or provincial computer crime unit. Part-time employees, system administrators and state auditors do not qualify. Investigators who have computer experience, investigative experience and have testified in court will be given preference in the allocation of the discounted law enforcement training slots.

5. Federal investigators who have primary responsibility for the investigation of computer-related crimes. Law enforcement discounts do not pertain unless the individual involved is a sworn federal law enforcement officer in the GS1811 or GS1810 series. Government contractors who support law enforcement agencies do not qualify for the discount. Investigators who have computer experience, investigative experience and have testified in court will be given preference in the allocation of the discounted law enforcement training slots.

6. Federal, state and county probation and parole officers and officials who have the responsibility of monitoring the Internet and/or computer use activities of convicted sex offenders.

The Following Qualify For LE Software Discounts:

1. Law enforcement computer specialists that have been trained by NTI.

2. Law enforcement computer specialists trained at the Federal Law Enforcement Training Center (FLETC) or the FBI Academy.

3. Law enforcement computer specialists trained by the International Association of Investigative Specialists (IACIS).

4. Law enforcement computer specialists trained by the National White Collar Crime Center (NWCCC) in courses lasting longer than 3 days.

5. Law enforcement computer specialists trained by Search Group in computer evidence processing and in courses lasting longer than 3 days.

6. Law enforcement computer specialists trained by the Royal Canadian Mounted Police (RCMP) in computer evidence processing.

7. Law enforcement computer specialists trained by the Canadian Police College in computer evidence processing in courses lasting longer than 3 days.

NTI provides these software discounts to trained law enforcement computer specialists, as indicated above, with the understanding that they are fully trained and do not expect technical support from NTI regarding basic computer forensic issues. NTI also supports law enforcement officers who are assigned to high schools and middle schools and who deal with crimes that may potentially involve information obtained over the Internet.
